This project involves the placement of a HDPE liner along the dam face to address both the seepage and sinkhole problem. The project is being designed by Smith Engineering. Soil investigation work has been completed with remedial actions to commence during the falVwinter of 2006/07. 24. Carpenter and Mitchell Ditch Company - Ditch Rehabilitation Authorization: Severance Tax Fund Water Source: Chicken Creek Terms of Loan: $607,200@2.5% for 30 yrs. County: Montezuma Project Yield: 756 acre-feet Project Type: Ditch Rehabilitation The Carpenter and Mitchell Ditch Company are comprised of 5 members that own water rights. The existing ditch system is 2.5 miles in length and carries approximately 11 cfs. This project involves piping the existing open ditch system with 8-inch to 21-inch PVC pipe and installing meters at each delivery point. The project is part of the NRCS Salinity Control Program. NRCS will be contributing a $379,500 grant towards design and construction ofthe project, which will be applied to the CWCB loan. The final CWCB loan amount is anticipated to be $227,700. The pipe for the project has been ordered and delivered to the site. The project has been awarded to Lewis Excavating, Mancos, CO, who has commenced construction. The project is approximately 25% complete. 25. North Poudre Irrigation Companv - Miner's Lake Rehabilitation Authorization: Serverance Tax Trust Fund Water Source: Cache La Poudre River Terms of Loan: $614,080 @3.25% for 20 years County: Larimer Project Yield: 417 AF Project Type: Reservoir Rehabilitation The North Poudre Irrigation Company owns and operates 22 storage reservoirs and approximately 200 miles of ditches to a service area of 42,000 acres. Currently Miners Lake has been restricted to a storage capacity of257 AF by the SEO's due to an aging outlet works, inadequate spillway, and seepage along the toe. The existing dam is a Class 2 facility, 800' in length, and 18-ft. in height. The project involves regarding the upstream dam face and adding rip rap, regarding and reinforcing the downstream face of the dam, adding a filter blanket and toe drain and enlarging the spillway. Bid opening for the construction was held on January 19,2006. The project was awarded to Schmidt Earth Building, Windsor, CO for $547,000. The Contractor commenced construction in February of 2006 and is approximately 95% complete. The Company was approved for an additional $120,000 in loan funds at the July Board Meeting to cover dredging costs to expand the capacity of the reservoir. Project substantial completion is scheduled for November of 2006. 26. Highland Ditch Company - Foothills Reservoir Rehabilitation - Phase II Authorization: Severance Tax Fund Water Source: Saint Vrain Creek Terms of Loan: $545,500@2.25% for 20 yrs. County: Boulder Project Yield: 32,550 acre-feet Project Type: Reservoir Rehabilitation The Highland Ditch Company was established in 1872. It currently owns and operates Foothills Reservoir and a number of other reservoirs in the area, delivering 32,550 acre-feet of irrigation water to its shareholders. The reservoir was rehabilitated in 2001 to deal with excessive seepage along the downstream dam face. Upon filling the reservoir above gauge height 39, excessive seepage was encountered, requiring the SEO to restrict the reservoir to a capacity of 4,320 acre-feet. This project 55
