The project is being
designed by the NRCS Cortez Office to carry the Company decree of 951 acre-feet to a 1,200-acre service
area. The project has been awarded to Lewis Excavating, Mancos, Colorado and the project is currently
under construction. As of December 2005, the Contractor has installed all pipes and has tested the
system. NRCS grant contributions toward the project were received in June of 2006, but were
unfortunately less then budgeted. This shortfall in NRCS funds results in a final CWCB loan balance of
$85,000, which is $35,000 greater then what was approved by the Board. Lower Bauer was approved for
an additional $35,350 in loan funds at the July 06 Board Meeting. Project substantial completion is
scheduled for November of 2006.

18. This project involves the replacement of the inlet
structure into Big Windsor Reservoir and the rehabilitation of Lake Lee Dam. The project is being
designed and inspected by Smith Geotechnical, Fort Collins, Colorado. The reconstruction of Big
Windsor inlet structure was awarded to Barker Construction, Fort Collins, Colorado, who completed the
project in April of 2006.
