<br />. <br /> <br />Engineering design of this project has coordinated with the proposed Roxborough Sanitary Sewer <br />project proposed across this area. The Town of Columbine Valley storm sewer is proposed to <br />cross above the sanitary sewer. Based on construction schedule estimates, the storm sewer will be <br />installed first and the sanitary sewer will follow within about 60-days. <br /> <br />Best management practices for storm water design have been followed throughout the design of this <br />project. The storm sewer is non-tributary to any sanitary sewer seepage. The storm sewer system <br />includes water quality control features. And the outfall into the South Platte River follows the <br />design details prescribed by the Urban Drainage and Flood Control District. Finally, this storm <br />sewer improvement will be shown on the Town's NPDES Phase II permit MS4 map in compliance <br />with the Clean Water Act. <br /> <br />In a similar regard, on August 4, 2006 Mr. Timothy Carey of the Corps of Engineers, Denver <br />Regulatory Office, approved the work under the Department of Army Nationwide Permit No.7. <br />The contacts for further information in this regard are Mr. Dennis Buechler, Wetlands and <br />Watersheds, LLC at 303-627-0997 or Mr. Terry McKee at 303-979-4120. <br /> <br />This easement is requested across an area of the South Platte River that is not suitable for future <br />development. There are no required changes to the existing use (natural area) of the CWCB <br />property. There is no apparent impact to the CWCB activities. <br /> <br />. <br /> <br />The Town of Columbine Valley agrees to maintain the reinforced concrete pipe and outfall within <br />this requested easement. <br /> <br />Regarding the fee for this easement, based on consideration of the factors aforementioned the <br />Town would propose to compute the South Platte River Right-of-Way easement fee by Method III, <br />"Special Use Easement". The Town submits this computation on the following criteria: <br />· This easement incurs minimal cost to the CWCB. <br />· There are improved flood control and water quality benefits to the public. <br />· The activity is a typical improvement project on an existing storm sewer system. <br />· There is no surface impact to the operation and maintenance programs. <br />· The environmental impacts are net positive due to the water quality improvements. <br />· The size of the easement, 0.08-acres, is nominal. <br />· The duration of the easement is in accordance with the 25-year standard. <br />· This project is a key appurtenance of the adjacent Town storm sewer system. Without <br />this easement, the gravity flow system to the South Platte is not physically possible. <br />· This easement request is similar to the existing storm sewer easement 100-ft north. <br />· This area of the South Platte River right-of-way is generally not accessible by the <br />public since it is surrounded by private property and the river itself. <br /> <br />- <br /> <br />
