In addition, at the November 21, 2001 Board Meeting, the Board <br />adopted the "Easement Guidelines for the Chatfield Downstream Channel Improvement Project" dated <br />November 2001. In addition, the Board at its May 2005 approved changes to the Easement Fee <br />Structure. <br /> <br />. There are three methods available to the Board for establishing easement fees for applicants. Method 1 <br />is the Market Value Method and is based on surveys and appraisals, Method IT is the Impact Method <br />and considers what percent impact will be realized to the CWCB lands for the proposed area and use, <br />and Method III is the Special Use Consideration that provides the Board with flexibility and discretion <br />to set a fee based on extenuating circumstances. <br /> <br />Backe:round <br />On May 16, 2006 the Town of Columbine Valley hired Icon Engineering Inc. for the design and <br />construction of an outfall pipeline for stormwater discharges into the South Platte River. This projeclt is <br />approximately one mile upstream of Bowles Avenue on the east bank of the South Platte River. This <br />outfall pipe will upgrade the drainage conditions provided by a 24-inch diameter corrugated metal pipe <br />that was constructed in 1956. The new outfall pipe is approximately tOO-feet upstream of the existing <br />outfall pipe that will remain in use. The new 36-inch reinforced concrete pipe allows for installation of a <br />sediment trap and oil-water separator for drainage from the adjacent golf course maintenance area. On <br />August 22, 2006 representatives from Icon Engineering met with staff from the CWCB, the UDFCD, <br />Roxborough Park Metropolitan District, Columbine Valley Golf Club and the Attorney General's <br />Office. The purpose of the meeting and site visit was to ensure that the proposed easement request was <br />properly aligned to cross over the Roxborough Park Metropolitan District waste water pipeline that was <br />previously approved by the CWCB and is scheduled for construction in early 2007. <br /> <br />. <br /> <br />The applicant was advised to follow UDFCD design specifications for maintenance eligibility. <br />Representatives from Icon Engineering stated that this project is to be maintained by the Town of <br />Columbine Valley. On September 8, 2006 staff received an official easement request from Icon <br />Engineering, Inc. on behalf of the Town of Columbine Valley.
