<br />Prewitt Reservoir is an off-stream reservoir constructed in 1910-12, located primarily in
<br />Washington County, with a portion ofthe dam in Logan County. The dam is a Medium Size (<
<br />50,000 AF), Class 1 Dam (loss oflife expected in the event of failure), with a dam height of36
<br />feet, and a dam length of 3.5 miles. The maximum storage is 32,300 acre feet (GH 28.0), but the
<br />reservoir is currently restricted to 28,600 acre feet (GH 26.5). The reservoir has a surface area of
<br />2,300 acres at the restricted level.

<br />The intent of this project, as approved by the Board in May of2006, is to maintain the District's
<br />current storage level of28,600 acre-feet by constructing an emergency spillway. Without this
<br />improvement, the State Engineer's Office may further restrict the reservoir. Improvements to the
<br />dam's stability and seepage, at a future date, could completely remove the storage restriction by the
<br />State Engineer's Office, allowing the District to store its full capacity of32,300 acre-feet.

<br />James Yahn, P.E., the District Manager, completed the feasibility study for the project in March of
<br />2006. The following is a summary ofthe construction costs presented within the original
<br />feasibility study, as provided by W.W. Wheeler and Associates, Denver, Colorado:

<br />In August of2006, the District received bids from Concrete Specialties, Sterling, Colorado, for
<br />$536,009 and from Yost Construction, Sterling, Colorado, for $555,635 to complete the work. The
<br />District Board is electing to award the work to Yost Construction, since they had no conditions or
<br />qualifications on their bid (i.e. dewatering, permits, rip rap, etc.). Therefore, based on a bid of
<br />$555,635, the total increase to the cost of the project is $218,540. Based on the review ofthe bids
<br />received by the Engineer, project location, and overall contractor availability, the District did not
<br />feel that re-bidding the project would prove advantageous.

<br />The two items that were significantly higher then the original estimate were the 250-feet of 72-inch
<br />reinforced concrete pipe (RCP), and 300 cubic yards of structural concrete. The 72-inch RCP came .
<br />in $118,000 higher then estimated and the structural concrete came in at $83,000 higher then
<br />estimated. These two items accounted for $201,000 of the $218,540 in added construction costs,
<br />which can be attributed to higher material and fuel costs since the May 2005 construction estimate,
<br />project location, and contractor availability.
