Thank you for your letter of May 3, 2006 regarding loan contract C150194, Well
Augmentation Subdistrict (WAS) of the Central Colorado Water Conservancy District.
Here are the responses to your questions. Please let me know if you need any additional
information. We greatly appreciate your consideration of our request to include
groundwater recharge projects as a source of water for this extremely important program.

Original Scope of the Proiect

The original scope of the WAS project included investigating potential lined gravel pits
in the area, with the acquisition of approximately $10 million of lined space within 6-12
months after funds become available. In addition, numerous senior water rights were
offered to Central, and it was anticipated that purchase could occur 3-6 months after
funds were available. It was anticipated that all funds would be used within 12 months of
availability.

The cost of lined gravel pit space was estimated at $2,500iacre-foot. This cost included a
perpetual easement for water storage, and also paid for the slurry bentonite lining around
the perimeter of the gravel pit. It also provided perpetual easements for pumping plants
and inlet and outlet facilities.
