<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />, <br /> <br />City of Federal Heights <br />Water Conservation Plan <br /> <br />6/26/2003 <br /> <br />In 1992 the U.S. Legislature passed the federal Energy Policy Act. This Act requires uniform <br />water efficiency standards for nearly all toilets, urinals, showerheads and faucets manufactured <br />after January 1994. Federal Heights expanded City Hall in 1994 and followed the principles of <br />this Act. <br /> <br />Municipal Code adopted by the City of Federal Heights is based upon the International Plumbing <br />Code and encourages the use of water efficient plumbing fixtures and appliances in new <br />construction and redevelopment/remodels. <br /> <br />2. Low water-use landscapes and efficient irrigation of publicly owned properties <br /> <br />All public property manual watering systems have been converted to automatic sprinkler <br />systems. Dates and times will be adjusted according to current stage of drought. <br />The city has two parks, Ruston and Messina, two green belt areas and the Municipal Complex <br />grounds. <br /> <br />Ruston Park irrigation is controlled by four, 7-day time clocks. The clocks are set to irrigate the <br />east half of the park from 1 :00 a.m. - 6:00 a.m., and the west half of the park from 8:00 pm to <br />12:00 pm on Wednesdays and Saturdays. The City plans to restore an out-of-service well to <br />irrigate Ruston Park. <br /> <br />Messina Park irrigation is controlled by timer set at 3:00 a.m.-5:00 a.m., Wednesdays and <br />Saturdays. Timer from 8:00 a.m. - 8:30 a.m. on Wednesdays and Saturdays irrigates the 90th <br />Avenue Green Belt and Orleans Street Parkway. <br /> <br />The Municipal Complex grounds are watered by time clocks set to run on Wednesday and <br />Saturday. City Hall and the Police Station grounds are watered from 2:00 a.m. - 5:00 a.m. The <br />Fire Station grounds are watered from 9:00 p.m. - 11 :30 p.m. <br /> <br />During Severe or Extreme Drought, trees and shrubs in remote public grounds locations will be <br />root fed from a portable water tank or the city's sewer jet tank, using water captured while <br />maintaining the distribution system. <br /> <br />A model xeriscape garden has been planted at City Hall. <br /> <br />3. Water-efficient industrial and commercial water using processes <br /> <br />The City has no written policy with regard to this practice. Businesses are encouraged to use <br />water conserving measures. Table lUsts the City's water use by business type. Commercial and <br />industrial use is 21.3% as compared to 767% for residential use. 32.2% of water is consumed in <br />mobile home parks. Mobile home parks are billed residential rates. <br /> <br />4 <br />
