,., "4--

~I

supply or treatment failure.

Despite the healthy condition of the Cit 's water supply, the wastewater treatment plant is
rapidly nearing capacity. The City's best j dgment of the role of water use efficiency is to lower
interior water usage to lessen the impact on the wastewater treatment plant. By promoting
efficient water use, the benefit to the C ty may be to reduce the wastewater flow to the
wastewater treatment plant, thus, delaying t e need for plant expansion.

The City of Trinidad therefore endorses the ttached water conservation plan in compliance with
HB-1154. This water conservation plan inc udes six sections describing:

I. The City of Trinidad's water supply, tre tment, storage, and distribution;

2. Historical data on water consumption, ater use customers, and existing rate structure;

3. Existing water conservation measures in luding the City's current code of ordinances, current
methods of distribution system and repa r, and the City's comparison with other
municipalities;

4. The City's best judgment of the role of ater use efficiency and potential conservation
measures to achieve the City's water us efficiency goals;

5. The process for public comment of this ater Conservation Plan, as well as annual
monitoring and evaluation of the plan's ffectiveness; and

6. A schedule for program implementation.
