HB 91-1154, requires entIties to
develop, adopt, make publicly available, and implement a water conservation plan in order to
achieve the goals established by the individual entity according to their best judgment of the role
of water use efficiency. The Water Conservation Act requires an entity to consider the use of the'
following measures:

1. Water-efficient fixtures and appliances, including toilets, urinals, showerheads, and
faucets;

2. Low water-use landscapes and efficient irrigation;

3. Water-efficient industrial and commercial water-using processes~

4. Water reuse systems, both potable and nonpotable;

5. Distribution system leak repair;

6. Dissemination of information regarding water use efficiency measures, including any
public education, customer water use audits and water-saving demonstrations;

7. Water rate structures designed to encourage water use efficiency in a fiscally
responsible manner~

8. Regulatory measures, including standards for the use of water use efficiency fixtures
and landscapes, and ordinances, codes, or other law designed to encourage water use
efficiency~

9. Incentives to implement water use efficiency techniques, including rebates to
customers or others to encourage the installation of water use efficiency measures.

The City of Trinidad lies in a relatively semi-arid area where water consumption increases
dramatically in the summer months. The City's water customers have historically demonstrated
conservative use of water primarily due to the rate structure for water consumption and the fact
that all residential water service is metered.

The City's water system is well maintained and is capable of supplying the City's needs for a
significant amount of time at the present rate of growth within the water system. Any water use
restriction would be required only if the City's water supply was shut down or there was a major

-1-
