Objective Preparation and Emergency Re51'onse: To implement flood preparedness
mitigation measures and post-recovery operations during all major flood
events, and to document the effectiveness of those measures within six
months in conjunction with the State's Emergency Response Plan.

Objective Hazard Mitigation Plan: To support the timely revision of the flood-
related portions of Colorado I s Hazard Mitigation Plan and the
implementation of objectives set forth in the plan.

Objective Flood Insurance Participation: To assist Colorado communities .in
obtaining accurate flood insurance and flood hazard maps and increase the
percentage of structures in Colorado floodplains covered by flood
insurance to 25 percent by 1998, and 50 percent by December 2003
(approximately 16 percent covered by 1993).

Objective Floodplain Infonnation Support System: To develop and implement a
floodplain information support system by December 1995 which is a
compatible part of the DNR Geographic Information System (GIS).

Objective Flood Emer~ency Preparedness: To develop and implement an annual
planning process, including a snowmelt-runoff model, for flood forecasting
and advance avoidance actions by December 1996.

Objective Local Assistance: To develop guidelines by December 1995 to guide local
. government and water conservancy districts through the process of
developing flood protection plans and projects for flood threatened areas,
taking full advantage of state and federal funding programs.

Objective Service Capability: To restore funding and authorization for one
additional FfE by December 1995 and in matching funds for federal
assistance programs by December 1998 in order to (a) delineate
floodplains, including areas below dams, (b) implement flood mitigation
measures, (c) develop an annual program for the education of floodplain
users, (d) assist local governments in the development and implementation
of their own flood risk management programs a..-:c (e) develop and
implement a program to integrate wetlands concerns with floodplain
management priorities and emergency response activities.
