We are presently putting together a water conservation plan which we
hope to implement in the year to come. In the process.of putting together this plan we have determined that
there are many alternatives available to us to conserve water. We have chosen one of these alternatives. It
is an alternative which we believe will show a significant increase in water conservation and can be easily
monitored and evaluated to determine its impact.

In the past, the City's parks personnel have irrigated Veterans Park by hand. They would turn on the water
sprinkJers first thing in the morning. They would then find themselves too busy to shut off the sprinklers
until late in the day. As a result, this park is often times totally flooded with excess amounts of water.

Water use is metered in all of the City's parks. The meters are read and the results are recorded on a routine
basis. No effort is made to compile all of these readings into one data base. No effort is made to measure
daily rainfall or determine evapotranspiration rates. In the past, there have been no limits placed on the
amount of water consumed by the parks department. Each year the parks department pays a one time usage
fee of $100,000 to the utility department for water.

The City is proposing to use the grant money it receives to implement the following project. This project
will attempt to improve the efficiency of water usage in the City's park system.

Documentation, Evaluation and Reporting

The City will develop (on computer) a spreadsheet data base which includes all of the historical meter
readings for each of the City's parks. This spreadsheet will also include other relevant data such as; total
water produced by the City's treatment plant, rainfall or evapotranspiration readings/calculations, automatic
sprinkJer settings, operating times including when and how long, residual system pressures, sprinkler sizes
and numbers, and calculated irrigation delivery rates. The data base will be expandable to include future
meter readings. A summary report will be generated at the end of the 1997 irrigation season. This report
will evaluate all the water meter readings from the parks to determine any savings in water usage. It will
summarize all efforts made in 1997 to conserve water usage and it will make recommendations as to future
improvements that will enhance water use efficiency. Results in this report will be made public and
presented to the city council for review.
