local plumbing contractors for installation of the meters. All of the meters are expected to be
installed by June 1, 1997. Meter reading is scheduled to begin August 1, 1997.

Participants

The Town of Telluride is the sole financial participant at this time. However, the project will also
benefit portions of San Miguel County which are served by the Town's water and sewer system.

2. Describe the methods you are proposing to use to monitor or track the change in Waler
use as a result of the project. Also briefly describe how you propose to evaluate the project
results and publicize the results in your area.

Monitoring

The proposed project is inherently a monitoring exercise. Precisely the reason the Town wants
to introduce meters and meter reading is to track residential use, both for quantity and purpm:e.
Production quantities of treated water will be measured and compared with both total metered
water and wastewater treatment quantities. Analysis can then isolate household usage, irrigation
usage, system loss and hopefully an abundant amount of saved treated water when compared
with unmetered production.

Evaluation

Project evaluation will be based on two levels.

MetersIMeter Reading
-do the meters read accurately?
-does the radio meter reading system work accurately and efficiently?

Rate Structure
- is conservation rewarded?
- are users paying a premium for waste?
- is water being saved?
- is irrigation more efficient?
- is the Town maintaining its water revenue stream?

Publicity

The public will receive feedback on the project every month in the form of a water bill. Users
will be able to evaluate their own use habits as compared to the "average" per capita water
consumption levels used for system design. The Town will strive to keep the current flat ratl~
charge concurrent with an average water user (80-120 gpdc). That way, users with an increase in
their bill once monthly monitoring begins will know that they should re-evaluate their water use
habits. Water users who have reduced bills will know they are taking proper convservation
measures.

2
