<br />... <br /> <br />GRANT APPLICATION - PART 2 <br /> <br />PROJECT DESCRIPTION <br /> <br />1. Provide a summary description of your proposed project. Be sure to provide a <br />description of the need for your project, how you would implement your project, and the <br />participants in your project. <br /> <br />Description <br /> <br />The project scope includes the purchase and installation of 600 water meters for residential <br />measuring within the Town of Telluride. Months of product research and on-site testing by <br />Town of Telluride staff culminated in the selection of the Sensus water metering and meter <br />reading system in October 1996. Beginning in January of 1997, the Town will augment its <br />commercial metering program with the purchase and installation of 600 meters in residences <br />served by Telluride's water system. Funds are currently budgeted for this purpose, subject to the <br />approval of the Town Council. <br /> <br />Need <br /> <br />The need for water metering stems from the inefficient usage encouraged by the current flat rate <br />billing system. A large portion of the residences in Telluride do not have meters or have meters <br />that do not function. Only in the past ten years has the Town required that new, accurate water <br />meters be installed on new residential construction and remodels. This requirement has <br />improved the situation, with roughly 25% ofthe residential taps being currently metered. At this <br />time the Town is most concerned with excessive residential irrigation during dry summer <br />months. In years the region receives below average precipitation, the Town has been forced to <br />issue water restrictions on certain festival weekends. This is no way for a tourist town to greet <br />its guests. Implementing water metering will curtail this excess irrigation. <br /> <br />Furthermore, Town water resource consultants predict that water demand will outpace treated <br />supply within the next five to ten years if current population growth and consumption rates <br />persist. In an effort to put off the costly capital construction of a new water treatment facility, as <br />well as encourage water conservation, the Town of Telluride wishes to promptly complete meter <br />installation among the remaining unmetered taps, institute monthly readings, and restructure <br />billing from a flat rate system to a consumptive based system. <br /> <br />Metering will also provide the Town with valuable information about the integrity of its water <br />system. Armed with accurate total in and total out water data, water fate tracking and leakage <br />evaluation are greatly simplified. Additionally, planning future water rights development will be <br />easier with real consumption numbers. <br /> <br />Implementation <br /> <br />Town of Telluride staff has already completed research into the various meters and meter <br />reading equipment currently available. A radio-read meter system made by Sensus was selected <br />as the preferred alternative, and verbal commitments have been made for acquisition of 600 units <br />for 1997.
