<br />~ternatives Evaluated <br /> <br />A range of alternatives were considered on how to generate an <br />augmentation supply for Hillrose including 1) don't pursue a <br />project, 2) purchase senior water rights and use them for <br />augmentation, 3) construct recharge ponds filled using a junior <br />water right. <br /> <br />An evaluation of the alternatives follows: <br /> <br />1. Don't pursue a project: <br /> <br />If a project were not pursued, Hillrose would be completely <br />dependent on the LP&B plan and may be subject to possible <br />curtailment under the terms of the plan. Curtailment or <br />cutting back of irrigated acres under the LP&B plan may be <br />acceptable as a farmer but it is not acceptable to Hillrose. <br /> <br />2. Purchase senior water rights and use them for <br />augmentation: <br /> <br />This alternative is currently used by many municipalities <br />for the very same reason. Shares of senior water rights for <br />sale are limited but provide more certainty than junior <br />recharge rights. The cost of this alternative considering <br />availability is $76,250. <br /> <br />3. Construct recharge ponds filled using a junior water <br />right: <br /> <br />This alternative is currently used by many of the farms <br />located around Hillrose. Hillrose could purchase acceptable <br />ground for the construction of recharge ponds filled either <br />by a ditch system or a recharge well. The ponds would be <br />filled with a junior water right. The cost of this <br />alternative would range from $250,000 to $500,000.
