Assumptions

> Includes correspondence with CWCB on the grant application and minor revisions to
clarify the initial grant application.

> Grant application will be developed using readily available information from the
District or the ongoing Integrated Water Resources Plan (IWRP).

> A ward of grant and its amount, if any, is subject to CWCB's approval processes and
discretion.

Deliverables
Contractor will submit the following:
> Draft grant application submitted to the District for District review and comment.
> Revised grant application for submission to the CWCB for the grant award.

Task 2 - Develop Water Conservation Plan

Purpose

Water conservation plans are required under the Water Conservation Act of 2004 for covered
entities that seek financial assistance from the CWCB or the Colorado Water Resources and
Power Development Authority (CWRPDA). The objective of this task is to develop a Plan
that meets the CWCB requirements, ultimately enabling the District to apply for state
financial assistance for subsequent projects.

Approach
The Plan will be developed following CWCB's May 2005 Water Conservation Plan
Development Guidance Document (CWCB Guidelines). This document outlines the
requirements needed for CWCB's approval. The Contractor will submit a draft plan to the
District for comments prior to submitting a draft to the CWCB for pre-approval. During the
pre-approval process, the CWCB will review the required elements (with exception to the
public review element) of the plan and provide feedback on what revisions, if any, need to
be made prior to the public review process. Following the public review process, the
Contractor will incorporate public comments and. resubmit the Plan to CWCB for final
approval.

The development of the Plan is divided into subtasks similar to what is indicated in the
CWCB guidelines. These subtasks list the items that need to be included in the Plan for
CWCB approval.

Task 2.1 Profile the Existing Water System

Purpose
The activities described under this task will provide information on the District's existing
water supply system.

Approach
The following items will be addressed and compiled in the Conservation Plan, drawing from
available documents and data sources and from the ongoing IWRP effort where available.
