<br />'~~Z.4g8 <br /> <br />this course, it is my opinion that water flows of 250 cfs represent a minimum navigable flow. <br />Higher flow rates of between 1600 and 2,000 cubic feet per second ("cfs") are what draws the <br />most boaters from the most areas. The boating experience and the operation of the Whitewater <br />Park are best at these higher flow rates. The flows of up to 1600 cfs are controlled at the U- <br />structures and flows of up to 2000 cfs are controlled at the offset deflectors. These water flows <br />of up to 2,000 cfs are put to beneficial use and there will be no waste. The Whitewater Park <br />will be used by many boaters at 250 cfs and above. However, the quality of the Whitewater <br />Park will be enhanced as flows increase. In fact, higher flows make the Whitewater Park the <br />recreational attraction it was designed to be. <br /> <br />Qualifications <br /> <br />Edu~ational and Professional Background <br /> <br />I have a background in both civil engineering and recreational planning. I currently <br />hold a Bachelor's degree in Civil Engineering from Colorado School of Mines and a Master's <br />in Public Administration from University of Wisconsin. My job experience has been primarily <br />in engineering. As an engineer I have focused on streanlbed restoration and design and have <br />extensive whitewater design engineer experience. My first design was the South Platte urban <br />renewal project in 1978 and I have been the designer for over 30 whitewater projects since that <br />time. My background in planning gives me unique expertise in the design of parks that are <br />functional for all skill levels. These parks have been very well received by their local <br />communities and have hosted numerous national level events such as the U.S~ Olympic festival, <br />Junior Olympics, Open Boat Nationals and top-level rodeo events. Many of these projects have <br />become tourist attractions that have had a significant effect on the local economy. One <br />example of this is the Clear Creek project, in Golden, Colorado, which has been credited with <br />. ' <br /> <br />bringing almost two million dollars a year into the local economy. My full resume and a list of <br />completed projects are shown in Appendices 1 and 2.
