<br />- , ') 7 <br />.; J <br />'J J "" 't 0 ' <br /> <br />Abstract <br /> <br />This report was prepared to support the application for a water right for the Gunnison <br />Whitewater Park. The report details the qualifications of the author as the parks designer, as an <br />expert kayaker, and as an expert witness with respect to the uses of whitewater parks. It further <br />details the design process, objectives, and structures used in the Gunnison Whitewater Park and <br />discusses the attributes of the whitewater park at varying flow levels. The report concludes that <br />these structures are used to capture and control the Gunnison River throughout the reach of the <br />Whitewater Park in order to create a recreational attraction for the City of Gunnison and <br />surrounding region. It further concludes that, while the course is useful at lower flow levels, it <br />will only attract heavy use, expert boaters and large events-thereby meeting the goals of the <br />County-if the flows are at higher levels. <br /> <br />Introduction <br /> <br />The purpose of this report IS to provide information regarding the water rights <br />application that has been fIled by the Upper Gunnison River Water Conservancy District. As <br />the designer of the Whitewater Park, I have extensive factual knowledge of and expertise <br />regarding how and why the Whitewater Park was designed. As an avid kayaker, I also have <br />extensive knowledge of how the Whitewater Park will be used. <br /> <br />I have designed many such Whitewater Parks around the couiltry, including Whitewater <br />Parks in Salida, Golden, Steamboat Springs, Aspen, and Boulder, Colorado; Reno, Nevada; <br />Asheville, North Carolina; Ogden, Utah; and Green River, Wyoming. The wliitewater Parks I <br />have designed have hosted numerous national and international competitions. Based on my <br />experience as an avid kayakerand a whitewater course designer, it is my opinion that this <br />Whitewater Park will be one of the best iri the region. <br /> <br />It is my opinion that the Whitewater Park will function best at high flow rates. High <br />flow rates will turn the Whitewater Park into a facility capable of holding whitewater events, <br />and will result in the highest amount of use by the general public.
