ELIGIBILITY INFORMATION <br /> <br />A. ELIGIBLE APPLICANTS <br /> <br />Eligible applicants include irrigation and/or water districts or entities located in the western United States as <br />identified in the Reclamation Act of June 17, 1902, as amended and supplemented, specifically, Arizona, California, <br />Colorado, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South <br />Dakota, Texas, Utah, Washington, and Wyoming. Applicants should refer to Section IV of this document for further <br />information regarding requirements for information to support eligibility for award of an agreement under this <br />program. <br /> <br />B. COST SHARING REQUIRMENT <br /> <br />Applicants must be willing to cost share 50% or more of the project cost. Applicant cost sharing of more than 50% <br />of the project is encouraged and will be given greater consideration in the ranking process for proposed projects. <br />Cost sharing may be made through cash or in-kind contributions from the applicant, or third party partners. <br /> <br />The applicant's proposal shall include a funding plan that describes how the non-Reclamation share of the costs <br />will be obtained. Reclamation will make a determination of financial capability based on the funding plan submitted <br />(see Section IV.B.2.8). <br /> <br />All cost sharing must be in accordance with the criteria set forth in OMB Circular A-102 or A-110, as applicable, <br />During the project, indirect costs which are incurred and will not be recovered may be included as part of your cost- <br />share. In-kind contributions will be counted in-lieu of cash. <br /> <br />Project costs such as design, construction plans, and compliance that have been incurred prior to date of award of <br />the project may be submitted for consideration as an allowable portion of the recipient's cost share for the project. <br />Reclamation will review the proposed pre-award costs to determine if they are allowable in accordance with the <br />authorizing legislation and applicable cost principles (see Section VIlI.A.1). <br /> <br />C. LENGTH OF PROJECT <br /> <br />Applicants should propose projects that can be completed within 24 months; however, multi-year proposals that <br />can demonstrate measurable on-the-ground accomplishments each year will be considered. <br /> <br />D. GENERAL REQUIREMENTS <br /> <br />Applicants shall adhere to Federal, state, and local laws, regulations, and codes, as applicable, and shall obtain all <br />required approvals and permits. Applicants shall also coordinate and obtain approvals from site owners and <br />operators. <br /> <br />All proposals shall include an official resolution adopted by the appropriate Irrigation or Water Districts' governing <br />Board of Directors resolving that if selected for a Challenge Grant under the Fiscal Year 2004 program they will <br />negotiate and execute a Cooperative Agreement with Reclamation on/or prior to August 1, 2004, to fund at least <br />50% of the project costs and provide documentation showing the sources of non-Reclamation funding that totals <br />50% of project costs (see Section IV.B.2,8). <br />
