<br />B.2.4 Executive Summary - Discuss briefly how the required work will be performed and the
<br />highlights of the proposal. Four page limit - see the Executive Summary template, included at
<br />Section F.1 of this document, as an example of an acceptable format for the summary.

<br />B.2.5 Background Data -Include location (state, county, and direction from nearest town) and
<br />other appropriate information, including project diversions, major crops, total acres served, miles of
<br />canals, miles of laterals, existing irrigation improvements (type, miles, acres), canal and lateral
<br />seepage losses and on-farm efficiency.

<br />B.2.6 Scope of Work - Describe in detail the work to be carried out. Break the proposed work,
<br />including reporting, into major tasks. Discuss the approach to accomplish the proposed work,
<br />This discussion shall be in sufficient detail to permit a comprehensive evaluation of the proposal.
<br />
<br />Describe water conservation measures to be taken pursuant to the proposed action. This
<br />description should also explain and define any water marketing/banking elements of the proposal.
<br />Describe how the amount of water conserved, marketed or banked will be estimated, and verify and
<br />document that the proposed action will actually result in the estimated amount of water conserved,
<br />marketed, and/or banked over a period of time (Le" 5, 10,20 years),
<br />
<br />Information should be included that describes the degree of consultation, coordination and/or
<br />cooperation with or among the parties that are involved in this proposal. Please highlight innovative
<br />elements of the proposal and the degree to which the proposal reduces water resource conflict.
<br />
<br />Include engineering plans and/or designs that demonstrate how the proposal would provide
<br />operational efficiency improvements or achieve water savings. The expected savings should be
<br />expressed in terms of acre-feet of water or dollars and the number of years in which the savings will
<br />be derived. An estimated schedule demonstrating the sequencing and duration of the construction
<br />of the project shall be included, Engineering plans, designs and analyses must be certified by a
<br />registered professional engineer. These plans should be in the Appendix of the proposal.

<br />B.2.7 Regulatory Compliance - Documentation that all regulatory compliance requirements have
<br />been met or will be met prior to initiation of project implementation. Compliance with all applicable
<br />state, Federal, and local environmental and cultural and paleontological resource protection laws
<br />and regulations is required, These may include, but are not limited to, the National Environmental
<br />Policy Act (NEPA) including the Council on Environmental Quality and Department of the Interior
<br />regulations implementing NEPA, the Clean Water Act, the Endangered Species Act, consultation
<br />with potentially affected Tribes, and consultation with the State Historic Preservation Office,
<br />
<br />Reclamation is the lead Federal agency for NEPA compliance, As the lead agency, Reclamation is
<br />solely responsible for determining the appropriate level of NEPA compliance which could be a
<br />categorical exclusions checklist, environmental assessment, or environmental impact statement. A
<br />project sponsor (or their contractor) can provide much of the necessary information and data
<br />analyses,
<br />
<br />Environmental compliance costs will be considered in the ranking of proposals, and depending
<br />upon the terms of the proposals and subsequent agreement between Reclamation and the projects
<br />proponent(s), environmental compliance costs may be a project cost and may be cost-shared,
<br />
<br />B.2.8 Funding Plan and Official Resolution - The applicant's proposal shall include a funding
<br />plan that describes how the non-Reclamation share of the costs will be obtained. Reclamation will
<br />make a determination of financial capability based on the funding plan submitted, The plan shall
<br />include an official resolution adopted by the appropriate Irrigation or Water Districts' governing
<br />Board of Directors resolving that if selected for a Challenge Grant under the Fiscal Year 2004
<br />program they will negotiate and execute a Cooperative Agreement with Reclamation on/or prior to
<br />August 1, 2004, to fund at least 50% of the project costs and provide documentation showing the
<br />sources of non-Reclamation funding that totals 50% of project costs, If project funding is being
