A. in Math & Physics from
St. Olaf College (1961) and a B. S. in Meteorology from the University of Utah in 1962.
He spent two years in the U.S.A.F. as a meteorologist and one and a half years as a
private forecaster in the Chicago area. Mr. Hjermstad worked six years (1965-1971) at
Colorado State University administering several research grants involving cloud physics
and weather modification and at the same time earned his M. S. in Atmospheric Science.
From 1971 to 1975, Larry managed the Bureau of Reclamation's Colorado River Basis
Pilot Project and wrote several Research Papers. In 1976, Mr. Hjermstad started Western
Weather Consultants, which designs and operates wintertime precipitation augmentation
programs for private industry and government entities. He operates the longest running
cloud seeding program in Colorado, from 1977 to present, for the Vail & Beaver Creek
ski areas. Mr. Hjermstad has been instrumental in developing most of the current interest
in wintertime cloud seeding in the State of Colorado and has worked with the Department
of Natural Resources and the Colorado Water Conservation Board in developing and
reviewing Legislation and Regulations on Wintertime Cloud Seeding.

His most important Publications are:

1) A Diagnostic Procedure and Evaluation of Apparent Seeding Effects from Observed
Cloud Types over the Colorado River Basin Pilot Project, June 25, 1976 with Dr.
Paul Mielke. Technical Report to the Bureau of Reclamation's Division of
Atmospheric Water Resources.

2) A Study to Evaluate the Feasibility of Developing a Wintertime Precipitation
Augmentation Program for the Southeastern San Juan Mountains and the Mountains
Surrounding the San Luis Valley, December 1976. Technical Report to the Four
Comers Regional Commission, and the Rio Grande and Southwestern Water
Conservation Districts.

3) A Proposed Wintertime Weather Modification Research Program for Colorado,
January 1980 with Curtis L. Hartzell. Report to the Colorado Legislature prepared by
Western Weather Consultants, Inc. through the request and financial support of
twenty-one Colorado entities representing private industries, municipal water
interests and Water Conservancy Districts.

4) An Analysis of Regional Snotel and Ski Area Precipitation Data to Evaluate
Precipitation Changes Resulting from Ten Seasons of Wintertime Cloud Seeding
Operations over the Vail Ski Area, March 2001. A Technical Report to Vail
Associates, Inc.

11-37
