He has worked for the Colorado Department <br />of Natural Resources (DNR) since 1996. Initially he worked in the Executive Director's <br />Office of the DNR running the "Youth in Natural Resources Program" and worked on <br />many reports and publications for the DNR. For the last five years he has worked for the <br />Colorado Water Conservation Board (CWCB), mainly in the arenas of drought planning, <br />flood protection projects, water resource planning projects, and weather modification <br />permitting. <br /> <br />Joe was appointed the lead for the CWCB for weather modification in July 2002, but has <br />been involved with weather modification monitoring, reporting and public hearings since <br />1999. He attended the April 2003 Weather Modification Association Annual Meeting <br />and received the "Black Crow Award," and is attempting to take a leadership role in the <br />coordination, scientific studies and understanding of wintertime weather modification <br />operations. His recent work related to weather modification includes: interactive maps <br />for cloud seeding programs on the CWCB website, a grant award to complete a statewide <br />cloud seeding feasibility study by watershed, and a grant application to cost share with <br />the USBR for consulting services on this project, and possibly a grant application to cost <br />share with water users (mainly conservancy and conservation districts in cloud seeding <br />programs). <br /> <br />Joe completed a drought survey of water users in 1999, and was an early innovator and <br />supporter for the CWCB's water education foundation and water education CD-ROM <br />and conservation kit project. He administrates the Colorado Flood Task Force and assists <br />with the Water Availability Task Force. Together with his section chief, Larry Lang, he <br />is working on a Site Specific Probable Maximum Precipitation Study for Cherry Creek <br />Reservoir, and a Chatfield Reservoir Reallocation Study. He is also the state regulator <br />for weather modification permits and is also known as the state's floodplain information <br />officer. <br /> <br />II-34 <br />
