Personnel Qualifications <br /> <br />6.1 CSU Team <br /> <br />Dr. Bill Cotton is a Professor at CSu. He will serve as the Principal Investigator for <br />Colorado State University. He has been involved in weather modification research and <br />cloud and mesoscale modeling for over 30 years. In addition he has been a leader in <br />cloud physics and cloud dynamics research for much of that time and regularly teach <br />graduate courses on those subjects. He has published over 154 reviewed publications, <br />many of which are on subject matter related to this proposal. His curriculum vita and <br />selected publications are included below. <br /> <br />Dr. Gustavo Carrio is a research scientist in Dr. Cotton's group. He has experience in <br />cloud microphysics and running RAMS especially simulations with variable IFN <br />concentrations for climatic studies. His resume is included below. <br /> <br />Ray McAnelly is a research associate in Dr. Cotton's group and has been overseeing the <br />real-time version of RAMS for four years now and has been involved in data processing <br />and data analysis for much of his career. His resume is included below. <br /> <br />Dr. Paul Mielke, Emeritus Professor of statistics at CSU, has been involved in the design <br />and application of statistical analysis procedures for much of his career, and specifically <br />analysis of weather modification experiments. His curriculum vita is included below. <br /> <br />6.2 CWCB and WWC <br /> <br />Joe Busto is on the staff of the Colorado Water Conservation Board, Flood Protection & <br />Weather Modification Permitting Section. One of his goals is to advance the science of <br />weather modification in Colorado by linking research and scientific analyses with winter <br />season operational cloud seeding programs. His resume is included below. <br /> <br />Curt Hartzell is a Certified Consulting Meteorologist who recently retired from with U.S. <br />Department of the Interior, Bureau of Reclamation, with over 26 years of service to the <br />U.S. Government. He is an experienced meteorologist and has worked on many weather <br />modification research projects, including Climax, CRBPP, HIP LEX, CCOPE, and U.S. <br />Agency for International Developed (US AID) sponsored precipitation enhancement <br />projects in Morocco (1984-89) and Thailand (1988-93). His curriculum vita and selected <br />recent publications are included below. <br /> <br />Larry Hjermstad is an experienced meteorologist and the manager of Western Weather <br />Consultants, LLC, which is the operational wintertime cloud seeding contractor for the <br />Denver Water Department Program, the Vail Seeding Program, and others.
