(a) The administrative functions of the city shall be per- formed by the Departments existing at the time this charter is adopted, to-wit: police, Finance, Public works, Community Devel- opment and parks and Recreation. upon recommendation of the city Manager, the city Council may, by ordinance, establish, consoli- date, merge or abol i sh departments, whether set forth in thi s charter or created by ordinance. The Department Directors shall perform such duti es as prescri bed by counci 1 or the ci ty Man- ager. (b) All appointments of Department Directors shall be made by the City Manager. The dismissal of Department Directors shall be accomplished by the City Mana~er subject to the advice and approval of City council. The fo lowing Departments and Di rec- tors are hereby created: Section 6.6 - Department of Finance: The Department of Finance shall be supervised by a Director of Finance who shall also be the city Treasurer. He shall keep and sfPervise all accounts, receive and have custody of all mon- i es 0 the ci ty, make and keep publ i c records of the ci ty not speci fi ca 11 y entrusted to any other department by thi s charter or by ordinance, and perform such other duties Rertaining to the Department of Fi nance as requi red by thi s Carter, the ci ty councilor the city Manager. The city Manager may also appoint a deputy or deputies to serve under the supervision of the Direc- tor of Finance who shall have authority to act in the absence of the Director of Finance. Section 6.7 - Department of public works: (a) The Degartment of public works shall be supervised by a Director of pu lic works who shall, under the direction of the Citk Manager, have responsibility for the Department of Public Wor s and shall be a Registered professional Engineer, licensed to practice in the State of colorado. (b) The Director of Public works shall perform such duties as may be prescribed for him by this charter, by the city Coun- cil upon recommendation by the city Manager, or by the city Man- ager. Section 6.8 - community Development Department: be (a) The Department of communi ty Development shall su- pervised by a Director. (b) The Di rector of the Department of Communi ty Develop- ment shall have the following responsibilities: (1) To advi se the ci ty Manager on any matter affecting the physical development of the city. (2) To recommend to the ci ty Manager a Comprehensive plan and modifications thereof.
