<br />(c) TO exercise control and supervision over all depart- <br />ments. <br />(d) To make reports and attend meetings as required by <br />council . <br />(e) To recommend to the council for adoption such measures <br />as he may deem necessary or expedient. <br />(f) To keep the counci 1 fully advised as to the financial <br />condition of the city. <br />(g) To see that all franchise rights and provisions are <br />justly enforced. <br />(h) To prepare and submit to the council an annual budget. <br />(i) To prepare the agenda for all regular and special <br />meetings of council. <br />(~) To perform such other duti es as may be prescri bed by <br />this C arter, or required of him by ordinance or resolution of <br />the council. <br />Section 6.3 - City Attorney-Qualifications and Duties: <br />(a) The city council shall appoint a City Attorney to <br />serve at the pleasure of the council. He shall be an attorney at <br />law admitted to practice in the State of colorado. <br />(b) The City Attorney shall be the legal representative of <br />the City and he shall advise the Cit, councll and City officials <br />in matters relating to their officia powers and duties and per- <br />form such other duti es as ci ty councll may prescri be by ordi- <br />nance or resolution. <br />(c) The ci ty counci 1 mar provi de the ci ty Attorney such <br />assistants as the city Counci m;y deem necessary, and may, on <br />its own motion or upon request 0 the City Attorney in special <br />cases, employ speci al counsel to serve under the di rectl on of <br />the city Attorney. <br />(d) city council shall establish compensation for the City <br />Attorney, his assistants and special counsel. <br />Section 6.4 - city clerk: <br />The Ci ty counci 1 shall appoi nt a ci ty cl erk who shall be <br />custodian of the City Seal and who shall keep a journal of Coun- <br />ci 1 ~roceedi ngs and record in full all ordl nances, moti ons and <br />reso uti ons. The ci ty cl erk shall have the power to admi ni ster <br />oaths and take acknowledgments under Seal of the city and shall <br />perform such other duties as required b, this charter or ordi- <br />nance. All records shall be made availab e for public in~ection <br />when and if requested, subject to the colorado Open Recor sLaw. <br />Section 6.5 - Departments Created: <br />
