<br />(a) There 1S a fi nal determi nati on of suffi ci ency of the <br />petition, or <br />(b) The petitioners' committee withdraws the petition, or <br />(c) The Council repeals the ordinance, or <br />(d) Thi rty (30) days have el apsed after a favorabl e vote <br />of the city Council on the ordinance. <br />Section 5.6 - Action on petitions: <br />(a) Acti on by counci 1. when an i ni ti ati ve or referendum <br />petition has been finally determined sufficient, the City Coun- <br />cil shall promptly consider the proposed initiative ordinance in <br />the manner provided in Article IV or reconsider the referred or- <br />dinance by voting on the question of its repeal; provided, how- <br />ever, that the ci tl Council shall have power to change the <br />detai 1 ed 1 anguage 0 any proposed i ni ti ati ve ordi nance so long <br />as the ,eneral character of the measure wi 11 not be substan- <br />tially a tered; and ~rovided further that repeal of any referred <br />ordinance may be ef ected only by a three fourths majority vote <br />of the entire city council. <br />(b) submission to Voters. The vote of the qualified elec- <br />tors on a proposed or referred ordinance shall be held not less <br />than 30 days and not later than 90 days from the date of the fi- <br />nal Ci~ council vote thereon. If no regular City election is to <br />be hel within the period prescribed in this subsection, the <br />city council shall provide for a special election; otherwise, <br />the vote shall be held at the same time as such regular elec- <br />tion, except that the City council may in its discretion provide <br />for a special election at an earlier date within the prescribed <br />period. copies of the proposed or referred ordinance shall be <br />made available to the publ1C within a reasonable time before the <br />election and also at the polls at the time of the election. <br />(c) withdrawal of petitions. An initiative or referendum <br />petition may be withdrawn at any time prior to the fifteenth day <br />precedi ng the day schedul ed for a vote of the ci ty by fi 1 i ng <br />with the City clerk a request for withdrawal signed by at least <br />three members of the petitioners' committee. upon the filing of <br />such request the petition shall have no further force or effect <br />and all proceedings thereon shall be terminated. <br />Section 5.7 - Submission by city council: <br />The City council, on its own motion, shall have the power <br />to submit to a general or sfecial election any proposed ordi- <br />nance or question to a vote 0 the people. <br />section 5.8 - Results of Election: <br />(a) Initiative. If a majority of the qualified electors <br />voting on a proposed initiative ordinance vote in its favor, it <br />shall be considered adopted upon certification of the election <br />results.
