Section 5.6 - Action on petitions: (a) Acti on by counci 1. when an i ni ti ati ve or referendum petition has been finally determined sufficient, the City Coun- cil shall promptly consider the proposed initiative ordinance in the manner provided in Article IV or reconsider the referred or- dinance by voting on the question of its repeal; provided, how- ever, that the ci tl Council shall have power to change the detai 1 ed 1 anguage 0 any proposed i ni ti ati ve ordi nance so long as the ,eneral character of the measure wi 11 not be substan- tially a tered; and ~rovided further that repeal of any referred ordinance may be ef ected only by a three fourths majority vote of the entire city council. (b) submission to Voters. The vote of the qualified elec- tors on a proposed or referred ordinance shall be held not less than 30 days and not later than 90 days from the date of the fi- nal Ci~ council vote thereon. If no regular City election is to be hel within the period prescribed in this subsection, the city council shall provide for a special election; otherwise, the vote shall be held at the same time as such regular elec- tion, except that the City council may in its discretion provide for a special election at an earlier date within the prescribed period. copies of the proposed or referred ordinance shall be made available to the publ1C within a reasonable time before the election and also at the polls at the time of the election.
