Introduction and Applicant Eligibility <br />The City of North glenn, Colorado (the "City"), is a legally and regularly created, <br />established, organized and existing home rule city, municipal corporation and political <br />subdivision under the provisions of Article XX of the Constitution of the State of <br />Colorado and the Home Rule Charter of the City. Northglenn was incorporated on April <br />19, 1969, and operates under a City Charter that was adopted on April 29, 1975. The <br />City is located nine miles north of Denver, Colorado in western Adams County. <br />Northglenn began as a planned community in the spring of 1959, when a housing and <br />land development firm finalized plans for a large housing subdivision north of the Denver <br />Metropolitan area. From the first residential development in 1959, Northglenn has grown <br />to a home rule City with an estimated 2006 population of37,176, encompassing 7.5 <br />square miles of land. Northglenn began operating a municipal water system in 1980 and <br />is currently serving 10,319 customer accounts: 8,822 single-family, 882 townhomes, 136 <br />multi-family apartments, 387 commerciaVindustrial, 24 school and 68 municipal <br />accounts. The annual average raw water usage is approximately 5,300 acre-feet. <br />The City uses EQR as its measurement unit for customer demand of treated water. EQR <br />is defined as the average annual volume of treated water supplied to an average detached, <br />single-family residential-unit account within the City. <br />The City of North glenn is a covered entity as defined in the Guidelines and is eligible to <br />submit the below application. The requested information is provided as follows: A copy <br />of the city charter is provided on Attachment #3 and the organizational chart is provided <br />on Attachment #4. A chart detailing the City's annual retail water demand for the past <br />five years is found on the next page under part 3. <br />II. Application <br />1.
