An emergency ordinance shall take effect <br />upon final passage. publication shall be within 10 days after <br />passage, or as soon thereafter as possible. <br />Section 4.12 - codification: <br />The counci 1 shall cause the ordi nances of a general and <br />permanent character to be codified and thereafter maintained in <br />current form. Revisions to the codes may be accomplished by ref- <br />erence as provi ded in Secti on 4.13. Revi ew and codi fi catl on of <br />ordinances shall be accomplished at least every ten years. <br />Section 4.13 - Codes: <br />Standard codes, promulgated by the Federal Government, the <br />State of colorado, or by any agencl of either of them, or by any <br />municipality within the State 0 Colorado, or by reco~nized <br />trade or professional organizations, or amendments or revlsions <br />thereof, may be adopted by reference; provi ded the pub1 i cati on <br />of the ordinance adopting any said code shall advise that copies <br />are available for inspection at the office of the city clerk, <br />and provided that any penalty clause in any code may be adopted <br />only if set forth in full and published ln the adopting ordi- <br />nance. <br />Section 4.14 - Disposition of ordinances: <br />A true copy of every ordi nance, as adopted by counci 1 , <br />shall be numbered and recorded in the offi ci a 1 records of the <br />City. Its adoption and publication shall be authenticated b~ the <br />si gnature of the Mayor, or Mayor pro-tern, and the ci ty C erk, <br />and by the certificate of pub11catlon. A true copy of every or- <br />di nance, as adopted by the vote of the e1 ectors of the ci ty, <br />shall be separately numbered and recorded commencing with Peo- <br />ples' ordinance No.1. <br />Section 4.15 - Public Records: <br />All public records of the City of Northg1enn shall be open <br />for i nspecti on by any person at reasonab1 e ti mes in accordance <br />wi th state statutes exi sti ng at the present ti me or hereafter <br />enacted. <br /> ARTICLE V <br /> INITIATIVE AND REFERENDUM <br />section 5.1 - General Authority: <br />(a) Initiative. The electors of the city shall have power <br />to propose any ordinance to the city Council, in accordance with <br />the provi si ons of thi sarti c1 e of the charter, except budget, <br />capital program, appropriation or levy of taxes, or salaries of <br />employees. In the event ci ty council fail s to adopt sai d pro- <br />posed ordi nance wi thout any change in substance, the sai d pro- <br />posed ordinance shall be submitted to the electors at a City <br />election for their acceptance or rejection. <br />
