In performing our mission, we fully embrace the
importance of water conservation, water use efficiency, and wise water use in our community's efforts to manage
our most precious water resources now and into the future.

We also recognize the importance of communications and technical assistance in helping to promote and support
more meaningful water conservation statewide. To this point, our organization fully supports the project being
proposed by Western Resource Advocates (WRA) to the Colorado Water Conservation Board utilizing lIB 05-
1254 Grant Funds.

As a show of our support, we plan to contribute, in support of the WRA grant application, aU necessary facilities
for a workshop or forum, including technical support and on-site logistical coordination, if WRA chooses to
hold a regional workshop or forum on our campus. Our contribution is valued at approximately $2,000, depending
on technical needs. These resources will be used by WRA to heIp conduct workshops, and coordinate and
facilitate water conservation forums at locations throughout the state.

With a central location for people from the cities of the Upper Arkansas (down to Canyon City), the Upper Rio
Grande (down to Santa Fe), the Gunnison and Upper Colorado basins (to Grand Junction), the college is well
suited to serve water managers and users for most of Colorado's mountain region, as well as those right here in
the Upper Gunnison.

Our organization applauds the CWCB for developing, maintaining, and administrating its water conservation and
water efficiency grant programs, and we will continue to show our support for these important state programs in
the future. In administrating the grant programs, we strongly encourage the CWCB and the Office of Water
Conservation and Drought Planning to consider the merits of the WRA grant application and award the requested
funds to this worthwhile and important program that will benefit water planning managers, citizens, basin
roundtable members, and water conservation experts statewide.

Thank you for your consideration.

Sincerely,

George Sibley, Water Workshop Director

WESTERN STATE COLLEGE OF COLORADO.
