.

.

.

was prepared by obtaining information from federal, state, and local water entities and the State
Engineer's water rights tabulation. As directed, the inventory is on a computerized retrieval
system and can be continuously updated.

Section 37-60-115(4)(d) requires the Board to identify and report annually to the General
Assembly on any potential reservoir sites which may be encroached upon by incompatible land
uses. To accomplish this, and to refine and update the initial inventory, the Board was authorized
to make further expenditures from the construction fund for this purpose. The inventory is
maintained on an annual basis, and information is provided according to requests received.

2.6 Office of Water Conservation Grant Program

HB 91-1154 created the Office of Water Conservation under the Colorado Water Conservation
Board to promote and implement sound measures to enhance water use efficiency. The Board
was authorized to expend $500,000 from the fund for a pilot program demonstrating the benefits
of water efficiency measures by providing incentive grants, not to exceed $50,000 to any public
agency. The Board was directed to report to the General Assembly by January 1, 1995 on the
results of this pilot program.

The Board received 63 grant applications by the February 1, 1992 deadline. An advisory
committee screened this initial group of applications and recommended 14 for funding. At its
March 1992 meeting, the Board approved funding totalling $204,077 for grants to Carbondale,
Loveland, Silt, Castle Rock, Gilcrest, San Miguel County, Bayfield, Lake Pueblo State Park,
Arvada, Steamboat Springs, Ft. Collins, La Salle, Northwest Council of Governments, and Cherry
Creek Valley Water District.

Carbondale

The City of Carbondale received a grant of $15,235 for a cooperative project with Glenwood
Springs to conduct a residential plumbing retrofit of 75 homes in each community.

Loveland

The City received a grant of $17,930 to conduct water use assessments or audits of 500
single-family homes. Audits will include checking for household leaks, installing water
conservation devices and educating customers.

Silt

The Town of Silt received a grant of $15,915 to provide a water conservation plumbing
packet to every customer in town. This is a proactive approach that will involve the entire

CWCB Annual Report, page 13
