<br />. <br /> <br />. <br /> <br />. <br /> <br />undertaken in support of the Recovery Implementation Program (RIP) for Endangered Fish <br />Species in the Upper Colorado River Basin. A Memorandum of Understanding (MOU) was <br />executed between the District, the CWCB, and the U.S. Bureau of Reclamation defining the terms <br />and conditions for conducting a $300,000 feasibility study of expanding Elkhead Reservoir. <br />Completion of all study tasks is expected in early 1994. Funding for this feasibiJity study is <br />through the River District ($100,000), Colorado Water Conservation Board ($100,000), and <br />Bureau of Reclamation ($100,000). The CWCB's contribution was considered part of the state's <br />annual contribution to the RIP in federal FY 1993 and FY 1994. <br /> <br />2.5 Progress on Continuing Studies and Plans <br /> <br />In recent years, in addition to providing loan financing for water project activity, the fund has <br />regularly been used for problem solving and other special activities such as river basin studies, <br />a reservoir site inventory, a water conservation program, and a variety of studies relating to water <br />supplies. These activities were proposed by the General Assembly or requested by the Board. <br /> <br />Gunnison River Basin Water Management and Planning Model <br /> <br />Section 2 of lIB 91-1006 authorized the Board to expend up to $100,000 to assist in a <br />$360,000 cooperative interagency water planning and management study of the upper Gunnison <br />River basin. The cooperating agencies include the Colorado River Water Conservation District, <br />the Uncompahgre Valley Water Users Association, the Upper Gunnison River Water Conservancy <br />District, the Tri-County Water Conservancy District, the U.S. Bureau of Reclamation, the <br />Colorado State Engineer's Office, and the CWCB. Since receiving authorization, the study <br />participants entered into a Memorandum of Understanding (MOU) dividing the project into two <br />parts; an accounting spreadsheet and a planning model. The accounting spreadsheet is being <br />developed by the U.S. Bureau of Reclamation, and it is scheduled for completion in July 1993. <br />The sponsors' advisory committee selected a private consultant to develop the planning model. <br />The Colorado River Water Conservation District executed a contract with Hydrosphere, Inc., in <br />January 1992. The planning model is scheduled to be completed by July 31, 1993. <br /> <br />Platoro Reservoir Ooerations Model <br /> <br />Section 4 of lIB 91-1006 authorized the Board to expend up to $50,000 from the loan portion <br />of this project to prepare an operational model of the Conejos River as a basis for the operating <br />agreement required between the state and the Conejos Water Conservancy District. A contract <br />for this model was awarded to Hydrosphere, Inc., in May 1992. The work is approximately 60 <br />percent complete and is scheduled to be completed by January 1993. <br /> <br />CWCB Annual Report, page 11 <br />
