<br />maps which should be in place and operational by February 1993. <br /> <br />. <br /> <br />Ft. Lyon Transfer Alternatives Study <br /> <br />Section 11 of SB 92-87 directed the Board to undertake an analysis of the alternative <br />approaches to and the results of the transfer of agricultural water supplies from the Ft. Lyon <br />Canal Company to alternative uses. The Board was authorized to expend up to $100,000 from <br />the fund for the purposes of performing the study and preparation of a report. Several public <br />meetings were held with water users in the Arkansas River valley to discuss the purpose and <br />scope of the study. A request for proposals and scope of work were developed and a consultant <br />has been selected to conduct the study. The study will be done in two phases. Phase I will <br />provide an engineering, economic, and social overview of water transfer issues; describe the Ft. <br />Lyon system; and describe, evaluate, and screen alternatives. Phase IT will provide a more <br />detailed evaluation and design of feasible alternatives. Phase I is scheduled to be completed by <br />March 1993, and Phase IT is scheduled to be completed by September 1993. <br /> <br />Out of Basin Water Transfer Scoping Analvsis <br /> <br />Section 12 of SB 92-87 authorized the Board to undertake a scoping analysis of the statewide <br />results of the transfer of water resources from the basin of origin for use in another basin. The <br />Board was authorized to expend up to $25,000 from the fund for the purpose of preparing the . <br />scoping report. An outline describing the basic issues pertaining to out-of-basin transfers has <br />been prepared and discussed by the Board. A workshop for Board members, Legislators, and <br />other interested parties may be held to discuss and receive public input on the pros and cons of <br />out-of-basin transfer issues. Based on these discussions, the Board will make recommendations <br />to the General Assembly on whether or not a subsequent thorough investigation of these issues <br />should be undertaken. <br /> <br />Castle Pines Test Well Analvsis <br /> <br />Section 13 of SB 92-87 authorized the Board to participate jointly with the U.S. Geological <br />Survey to extend the work previously authorized in section 3 of SB 87-15 to develop specific <br />yields in the deep groundwater aquifers of the Denver basin in the vicinity of Castle Pines, <br />Colorado. The Board was authorized to expend up to $33,077 in matching funds from the <br />construction fund for this purpose. The study will be completed in December 1992. <br /> <br />Elkhead Reservoir Expansion Plans <br /> <br />Section 14 of SB 92-87 authorized the Board to contribute up to $100,000 from the fund to <br />the Colorado River Water Conservation District for engineering and design work necessary for . <br />the enlargement of Elkhead Reservoir, including, but not limited to, any necessary geotechnical <br />investigation, environmental assessment, and other necessary analyses. Expansion of Elkhead <br />Reservoir is one of the alternatives recommended in the Yampa River Basin Alternatives Study <br /> <br />. CWCB Annual Report, page 10 <br />
