.

.

The Company has now completed those two projects and is requesting funding for three
more projects to be undertaken this year, Table I summarizes the status of the projects
that were described in the 1995 feasibility study,

Table 1. The Company has 1,000 shares of stock
outstanding with about 350 shareholders.

The Company owns six storage reservoirs and over 25 miles of water supply canal as
shown on the attached map. These facilities supply an average of about 30,000 acre-feet
of water per year for irrigation of approximately 55,000 acres in northeast Colorado.
Many components of the system have been in use fi)r almost 100 years and are in need of
rehabilitation.

All water for the system is diverted from the Cache la Poudre River through the Poudre
Valley Canal under a portfolio of relatively senior water rights. The Poudre Valley Canal
is a supply canal and is used to fill all six of the Company's reservoirs.

Proposed Proiect

The Company is proposing the replacement of the outlet structures on three of their .
reservoirs: Annex No.8, Elder Reservoir and Windsor Reservoir No, 8 based on the
results of an inspection of all three late last year. AU three outlet conduits are constructed
of wood stave pipe that is badly in need of replacement. Because of the condition of the
pipe at Elder Reservoir, a sinkhole developed in thl: dam. For these reasons, the WRCC
believes that these projects need to be undertaken 3S soon as possible.

Smith Geotechnical has estimated the construction costs for all three projects as
summarized in Table 2. Total project costs with engineering and contingencies are shown
in Table 3. These cost estimates are about 46 percent higher than the estimates in the
1995 feasibility study based on recent bids received by the engineer and some additional
work required for Annex No.8.

"-)

2
