We, P.E. <br />Director, CWCB <br /> <br />(upDATED November 25, 1994) <br /> <br />TO: Colorado Water Conservation Board Members <br /> <br />FROM: John Van Sciver <br /> <br />DATE: October 17, 1994 <br /> <br />SUBJECT: Agenda Item 29i.,November 3-4, 19943, Board Meeting-- <br />Windsor Reservoir and Canal Company. <br />Approval of a Construction Fund Loan in amount of $750,000 for canal <br />lining and to rehabilitate canllI and reservoir structures. <br /> <br />BACKGROUND <br /> <br />The Windsor Reservoir and Canal Company (located in Larimer County), has submitted an <br />application for funding of a project to line portions of the Poudre Valley Canal, and to <br />rehabilitate 3 inlet structures and 4 outlet structures on reservoirs owned by the Company. The <br />company is requesting a loan in the amount of $750,000 (75 % of the estimated $1,000,000 total <br />cost). <br /> <br />Approximately 7500 feet of canal leaks substantially and is in need of repair and lining, Inlet <br />structures to 3 reservoirs (Douglas Reservoir, Cobb Lake, and Big Windsor Reservoir), and <br />outlet structures of 4 reservoirs (Cobb Lake, Windsor Reservoir No.8, No.8 Annex, and Elder <br />Reservoir) are old and in need of repair or replacement. <br /> <br />The Company has hired Smith Geotechnical of Fort Collins to conduct a feasibility study and <br />to provide a project cost estimate. 1bat feasibility study is underway at this time, but could not <br />be undertaken until the ditches and strucmres were dry. Although some work has been <br />completed, the study is not projected to be completed until early 1995. <br /> <br />Several of the reservoir outlet structures must be rehabilitated to bring them into compliance <br />with the State Engineer's Dam Safety Rules and Regulations. <br /> <br />The Poudre Valley Canal has an estimated capacity of450 CFS and has diverted an average of <br />40,200 acre feet per year over the past 10 years. <br />
