Box 206 <br />Eaton, CO 80615 <br /> <br />. <br /> <br />Re: Loan Application for Dam and Canal Rehabilitation Program <br /> <br />Dear Mr. Gustafson: <br /> <br />I am pleased to inform you that, at the January 24, 1996 meeting of the Colorado Water <br />Conservation Board (CWCB), the Board recommended that the 1995 Construction Fund <br />legislation be amended in 1996 to increase the Windsor Reservoir and Canal Company's <br />Construction Fund authorization from $500,000.00 to $1,202,000.00 for the Company's Dam <br />and Canal Rehabilitation Program. The terms of the Construction Fund loan would be 30 <br />years at a lending rate of 4.15 percent which represents a weighted average of 4.0 percent on <br />the initial $500,000 authorization and 4.25 percent on the additional $702,000 authorization. <br /> <br />Please continue to coordinate with Bill Green on the completion of the feasibility study, We <br />are still awaiting 'a final copy of the study, <br /> <br />Please contact Jan IIIian of this office at yom earliest convenience regarding yom loan <br />contract with the CWCB. She will be responsible for drafting your contract and working with <br />other state agencies in contract processing and approval. The contract negotiation process may <br />require three to six months. No funds can be disbursed until the 1996 Construction Fund bill <br />has been approved by the General Assembly and signed by the Governor and a final loan <br />contract is in place. <br /> <br />Prior to the initiation of design of the project, please contact Mike Serlet of this office, He <br />will review the CWCB design and construction administration procedures with you as outlined <br />in the Guidelines for Financial Assistance through the Colorado Water Conservation Board <br />Construction Fund, a copy of which has been provided to Duane Smith of Smith <br />Geotechnical. Mike will work with you and your engineer in design review, construction <br />inspection, and approval and processing of construction payment estimates. <br />
