They requested
a loan in the amount of $250K (100% of the estimated total project cost). 75% of the estimated
total project cost would be $188K.

The purpose of the project is to rebuild the Company's existing diversion on the South Platte
River, about 3 miles west of the Town of Orchard. The Company's river diversion was built
in 1910, and washed out in 1972. The diversion was replaced with a "temporary" structure
constructed of sheet piling, and that structure is near the end of its useful life.

Preliminary engineering design work as well ,IS a draft feasibility study have been completed by
Robert Eckman of Obermeyer Hydro Inc.

DISCUSSION

The proposed project will maintain the current capacity of 165 CFS, with an ability to supply
about 330 acre feet of water per day, during irrigation season.

The project will be funded by a $188K loan from the CWCB, and from Company resources.
