.

.

,

The current proposed project consists of replacing the outlet with an entirely new pipe and adding a e
drop inlet spillway in the reservoir capable of passing the 100-year flood. A fuse plug would be placed
on the emergency spillway to allow the drop inlet to function without use of the emergency spillway
thereby preventing erosion below the dam.

The question of enlarging the emergency spillway would be addressed later at such time as probable
maximum precipitation (pMP) estimates for reservoirs above 7,500 feet are available. No expansion of
the reservoir is currently proposed. Plans and specifications have been reviewed and approved by the
State Engineer's Office.

The total estimated cost of the current proposal is $834,400 including engineering costs and
construction. The VRA has spent a total of about $192,000 over the last three or four years for
engineering investigations and for breaching the dam.

FEASffiILITY ANALYSES.

The major part of the feasibility analyses summarized in the following paragraphs were conducted by
the CWCB staff utilizing technical information provided by Woodward-Clyde Consultants of Denver.

Hydrology and Water Rights

Very basic hydrology and water rights investigations were performed to estimate the physical and legal ..
availability of water for the project. Those investigations indicated that adequate water supplies would ,.,
be available in most years for full exercise of the two Vouga Reservoir storage rights which total 920
acre-feet. The investigation also included the direct flow rights used in conjunction with the reservoir
for irrigation of 680 acres ofland owned by the Labrouches. The water rights are summarized below.

Water Rights Summary
V ouga Reservoir and Labrouche Property

Name Aoorooriation Date Adiudication Date Decreed Amount
Vouga Reservoir 4/20/1955 4/16/1956 510 ac-ft
V ouga Reservoir 10/26/1978 12/31/1978 410 ac-ft
Anna No. 1 Ditch 5/1/1884 4/29/1904 1.60 cfs
Anna NO.2 Ditch 5/1/1884 4/29/1904 0.80 cfs
Anna NO.3 Ditch 5/1/1884 4/29/1904 0.80 cfs
Anna No. 1 Ditch 5/1/1884 4/19/1943 6.40 cfs
Anna NO.2 Ditch 5/1/1884 4/19/1943 3.20 cfs
Anna NO.3 Ditch 5/1/1884 4/19/1943 3.20 cfs
Ernest V ouga Ditch 6/12/1918 4/16/1956 8.00 cfs
Ernest V ouga Pioeline 6/10/1949 4/16/1956 0.16 cfs

2

e
