Lochhend <br />Executive Direaor, DNR <br /> <br />DariesC Lile, RE. <br />Direaar. eWeB <br /> <br />FROM: <br /> <br />DATE: August 28, 1996 <br /> <br />SUBJECT: Agenda Item 6.a., September 9-10, 1996 Board Meeting - Water Project <br />Construction Loan Program - Vouga Reservoir Association - Final Report on <br />Feasibility and Request for Change in Financing Terms <br /> <br />BACKGROUND <br /> <br />. <br /> <br />Vouga Reservoir is an agricultural reservoir with a capacity of 920 acre-feet located eight miles south <br />of Doyleville in Saguache County at an elevation of about 8,600 feet (please see the attached map). <br />The reservoir is in the Razor Creek basin, a tributary of Tomichi Creek, and has historically been used <br />for the irrigation of as much as 1,500 acres of land. The owner is the Vouga Reservoir Association <br />(VRA) of which Remy and Ruth Labrouche ofLoma (Mesa County) are now the sole shareholders. <br /> <br />A Construction Fund loan for the rehabilitation of the reservoir was originally authorized in 1994 (SB <br />94-29) in the amount of $350,000. The authorization was subsequently amended in 1995 for a total <br />authorized amount of $750,500 for rehabilitation of the reservoir with a 30-year loan. The conditions <br />of Board approval in October of 1994 were. (1) the Construction Fund loan not exceed 75 percent of <br />the total cost of the project, (2) the completion of a feasibility study and a finding of feasibility, and (3) <br />a staff evaluation ofthe Association's financial condition and ability to pay. <br /> <br />This memorandum describes the work which was done to meet these conditions, advises the Board as <br />to changes in the project and in the ownership of the VRA, and requests a revision in the tenns of the <br />loan. <br /> <br />PROJECT DESCRIPTION <br /> <br />As originally proposed, the project included the repair of the outlet pipe through the dam, enlarging the <br />emergency spillway, and a small enlargement of the reservoir. In 1993, it was discovered that the outlet <br />pipe was completely inoperable and in February 1995 the dam was breached. The reservoir has not <br />been used for the last two irrigation seasons. <br /> <br />e <br /> <br />" <br />
