P.E. <br />Director. ewes <br /> <br />FROM: John Van Sciver <br /> <br />DATE: November 8, 1993 <br /> <br />SUBJECT: Agenda Item 9p-3, November 9-10,1993, Board Meeting-- <br />Vouga Reservoir Association <br />(Preliminary) Approval of a Construction Fund Loan in amount of $300,000 <br />to Rehabilitate the Outlet at Vouga Reservoir Dam <br /> <br />BACKGROUND <br /> <br />The Vouga Reservoir Association, located in Gunnison County, has made a verbal <br />request for a loan to replace the outlet, and construct a larger emergency spillway for their <br />dam. They have requested $300,000 (terms not specified). <br />Mr. Jim Norfleet, State Dam Safety Engineer in Montrose, confirms the need for the <br />outlet rehabilitation. He personally operated the equipment to photograph the interior of <br />the outlet, and said there is a void or serious offset in the pipe about 100 feet from the <br />upstream end. <br /> <br />DISCUSSION <br /> <br />As of this date Staff has not received an application or engineering cost estimate. The <br />owner's representative, Mr. Woody Watson, has promised to get this information to us as <br />soon as possible. (Mr. Watson was provided an application with our letter to him dated <br />8/24/93.) <br /> <br />The requested $300,000 is a best guess to cover the most expensive scenario, and <br />could be scaled down when an engineering cost estimate is available. <br /> <br />STAFF RECOMMENDATION The staff recommends: <br /> <br />1. TIlAT A CONSTRUCTION FUND LOAN IN AMOUNT OF $300,000 <br />( 4% for 30 YEARS) BE APPROVED IN PRELIMINARY FORM FOR TIlE <br />
