CWCB . <br /> <br />TO: <br /> <br />Colorado Water Conservation Board Members <br /> <br />FROM: John Van Sciver <br /> <br />DATE: October 27, 1994 <br /> <br />SUBJECT: Agenda Item 28d., November 3-4, 1994, Board Meeting- <br />V ouga Reservoir Association <br />Approval of a $400,000 increase in the project authorization (Construction <br />Fund Loan) for rehabilitation and enlargement of the V ouga Reservoir Dam. <br />Total Authorization to be $750,000. <br /> <br />BACKGROUND <br /> <br />The Vouga Reservoir Association, located in Gunnison County, has an existing $350,000 <br />Construction Fund Loan authorization (approved in 1994, SB 94-029) for rehabilitation of the <br />outlet of the Vouga Reservoir Dam. Mr. Jim Norfleet, State Dam Safety Engineer in Montrose, <br />confIrmed the need for the outlet rehabilitation. He personally operated the equipment to <br />photograph the interior of the outlet, and said .there is a void or serious offset in the pipe about <br />100 feet from the upstream end. Plans and Specifications for this work have been reviewed by <br />the State Engineer, and the project is scheduled to be completed this fall. <br /> <br />At the time the CWCB approved the above authorization (November 9, 1993) the Board also <br />approved funds for the Association to conduct a feasibility study to investigate rehabilitation of <br />the outlet, construction of an enlarged emergency spillway, and enlargement of the dam. The <br />Association hired Woodward-Clyde Consultants to conduct the study, which is nearly complete. <br /> <br />The construction cost estimate provided in the feasibility study is $912,000, plus $100,000 for <br />engineering. The Association will contribute $337,000 in cash and in kind services, so the <br />project loan amount is reduced to $675,000. To make the project fmancially feasible, the <br />Association needs to payoff an existing high interest loan in amount of $75,000, increasing the <br />required authorization to $750,000.
