Left Hand Ditch <br />Company - Approval of a Con.muction Fund Loan in the amount of $370,000 <br />to construct a new spillway on the Left Hand Valley Reservoir, <br /> <br />BACKGROUND <br /> <br />The Left Hand Ditch Company, located in Boulder County, has submitted an application for <br />funding of a project to construct a new spillway on the Left Hand Valley Reservoir of which <br />it is the owner and operator. The Company is requesting a loan in the amount of $367,800 <br />(75% of the $490,400 estimated total cost). The company will obtain a bank loan for their <br />25% cost share. <br /> <br />The new spillway is required by the State Engineer in order to pass the 75% of Probable <br />Maximum Precipitation event in compliance with the Dam Safety Rules and Regulations. The <br />Left Hand Valley Reservoir is a Class 1 structure, meaning its failure could be expected to <br />cause loss of human life. The reservoir has a capacity of 1,624 acre feet. <br /> <br />Rocky Mountain Consultants has prepared a feasibility study and cost estimate, which have <br />been reviewed by staff and found to be satisfactory, <br /> <br />DISCUSSION <br /> <br />If the new spillway is not constructed, the reservoir will be restricted to zero storage by the <br />State Engineer, This would result in the loss of 1,624 acre feet of storage, at a replacement <br />value of $4,000 per acre foot as estimated in the feasibility study, <br />
