BACKGROUND The Town of Georgetown (located in Clear Creek County), has submitted an application for a loan to purchase water rights. They are requesting a loan in the amount of $250,000 (100% of the estimated total cost), The purpose of the water rights would be to provide augmentation water for the Town's municipal water supply, and to make up for evaporative losses from the Georgetown Reservoir The State Engineers Office has not been administering these water nghts according to priority, but is expected to do so in the future, Without additional water rights, it could be necessary to discontinue municipal diversions in the late summer and early fall, and to release water from the reservoir (and lower the :'lke level), Preliminary engineering work as well as the feasibility study are being completed by McLaugWin Water Engineers, Ltd, DISCUSSION There is a question whether the CWCB can provide financing to purchase water rights, since CWCB Guidelines for Financial Assistance. Water Proiect Construction Loan Prol!ram specify "The Costs of acquisition of land and water rights are not eligible for CWCB funding except as part of a project", In this case, the "project" is purchase of water rights.
