RE. <br />Director, eWeB <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />Colorado Water Conservation Board Members <br /> <br />Bill Green, P.E. 13 ~ <br />Project Planning and Construction <br /> <br />FROM: <br /> <br />DATE: <br /> <br />November 14, 1997 <br /> <br />SUBJECT: <br /> <br />Agenda Item 17.c., November 24-25, 1997 Board Meeting - Water <br />Project Construction Loan Program - Requests for Approval on <br />Loans for New Projects - DeWeese-Dye Ditch and Reservoir Co. - <br />DeWeese Dam Rehabilitation <br /> <br />Introduction <br />The DeWeese-Dye Ditch and Reservoir Company is applying to the Board for a loan of <br />$734,000 for the rehabilitation of the DeWeese Dam. Please see the attached project <br />summary and map. <br /> <br />Backl!round <br />The DeWeese-Dye Ditch and Reservoir Company of Canon City owns and operates <br />DeWeese Dam which is located on Grape Creek about five miles north of Westcliffe in <br />Custer County. DeWeese Dam is a concrete masonry structure which consists of an <br />original structure built in about 1903 and two raises of the dam by four feet and eight feet <br />constructed separately in the years between 1903 and 1931. The present dam has a height <br />of 63 feet and impounds about 4,000 acre-feet of water which is used primarily for <br />agricultural and rural water supply. <br /> <br />The issue of concern is the condition of the top 12 feet of the dam which show <br />considerable spalling and cracking. Recent inspection reports by the State Engineer's <br />Office have indicated that storage restrictions will be imposed if the Company does not <br />take appropriate action to improve the condition of the two crest raise sections. <br /> <br />Feasibility Studies <br />The Company retained GEl Consultants of Englewood to conduct a feasibility study to <br />. include an assessment of the dam and an analysis of alternatives for any rehabilitation <br />
