The loan is for rehabilitation work on the Riverside
Ditch and Allen Extension.

The Board approved a Small Project Loan from the Construction Fund in a maximum amount of
$50,000. The loan terms are 2.75% for 30 years or 2.5% for 20 years, at your option. I have
attached a copy of the updaled Board memo concerning the Riverside Ditch and Allen Extension
Company. Please refer to page 3 of that memo and to the section "Action laken by the CWCB July
24, 2002."

When the Board approved this Small Project Loan it attached several conditions:

1. A Feasibilitv Study is reauired. John Van Sciver has reviewed your feasibility study for this
project and has determined that, in combination with the CWCB board memo dated July 12,
2002. it meets the requirements of the CWCB Construction Fund Guidelines, This office has
accepted \he study. Thankyou for completing the study in a timely manner.

2. An approved contract must be in place before funds can be advanced. Jan lIIian has placed
this project on our contracting "hot list" and has initiated the loan contracting process. Our goal
is to have the loan contract ready for final signature and routing by September 1, 2002, so that
loan funds will be available for construction in fall 2002.
