<br />. <br /> <br />. <br /> <br />You suggested I talk with Jan llliarn, an attorney in your office, about the Amendment One <br />issue. On :-lovember 7, approval of ballot question Measure 2B permanently removed the <br />Town from Amendment One prowions. I am sending ~Is. llliam a copy of this letter with <br />the ballot question and official election results and will assume this removes the <br />Amendment One issue with you. <br /> <br />-Item 12. You and I are meeting this Friday with a representative of the Leonard Rice <br />consulting firm to discw.s the inadequacy of their 1983 Water Rights Analysis report. As <br />we have discussed, I will request an adjustment and an update of that study at that meeting <br />for a less than full price because of the 1983 inadequacy. <br /> <br />-Item 18. I will open discussions with t.::e Water District regarding their needs alld how <br />those needs can be met to the advantage of the Palisade project. This probably will not be <br />until early January as I need to discuss it with at least the Town Board Public Works <br />Committee if not the entire Board. We also discussed that before finalizing an agreement <br />with Ute, the Town's operatioitaJ. information of physical capability, legal availability, basin <br />capacity, and basin yield in a dry year be known. Those infonnation items will become <br />known as the Feasability Report is being completed and from present infonnation. <br /> <br />- We briefly discussed my two rough ideas on the cost of engineering and partial force- <br />accOlmt work. The engineering possibility is for the Town to hire a staff engineer to which <br />you said, as long as the engineer was certified, that was satisfactory. The force account <br />work involves the posst'bility of the TOVlln hiring a work crew just for this project under the <br />direction of an excellent foremen or the hired engineer. You said the CWCB preferred not <br />to do the project this way, but left the poslllbiJity open depending on the specific plan. <br /> <br />-We discussed the possibility of grant fimds and you said I should contact DLA and Cluis <br />Bridges of your office. I will make both contacts. <br /> <br />-Even though you thought it was not practical, you suggested the FeaSlbiJity Report <br />consider the reservoir option. <br /> <br />As we all realized in our disCussion, it is not possible to make all of the above things <br />happen by the early January deadline to make this CWCB legislative appropriation, <br />Because of the information needed, having a year to determine the best possible financing, <br />, which may include Ute and grant funds which would save the Town a considerable <br />amolUlt, and looking into the question of how much can be accomplished by Town forces, <br />I am not disappointed in the year delay. <br /> <br />Thank you for coming to Palisade and being most helpful in working together for the best <br />possible, least expensive project. <br /> <br />Sinc~ely, <br />c!/.~ y~ <br />Jack Yates <br />Town Administrator <br />
