At the afternoon meeting with you, Bill Hamman, Rick McKay and <br />me, you and Bill Hanunan discussed 1he teclmica1 changes needed for the <br />Preliminary Feasibility Report. Those items are: Nos. 1, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, <br />16, 17, 19 and 20. <br /> <br />- Item 2. We discussed a water conservation program. I responded that <br />conservation could happen with rates, reducing the amount of gallons within the <br />minimwn bill. xeriscape support, and Rick mentioned the possibility of more use of <br />irrigation water. All of these optior.s arc: public options that may or may not happen. I said <br />Ute, Clifton and Grand Jwction water Wilites are now putting a conservation program <br />togcther and have invitcd tllC to attend one of their meetings with thc idea of Palisade <br />adopting thc same program. The meeting is set for Wednesday, December 13th. <br /> <br />-Item 3. We agreed that neither the financial statements nor the updated loan application <br />need to be sent wtil the project is closer to funding. <br /> <br />You said increasing the loan amowt was possible. The $750,000 loan was based on a <br />$1,000,000 project. The loan can be based on the ultimate project cost; no specific figure <br />was discussed because the project is still being formulated. <br /> <br />- Item 4. I agreed the Utility Fwd, as an enterprise fund, should be financially self- <br />supporting. I spoke to the Town Board at a budget meeting on December 7th about this <br />and they agreed. The sales tax is there for four years until current bonds are paid. We <br />discussed a four or five year plan of self-support and they generally agreed. I said a study <br />of rates would be worthwhile before making any adjustments. They agreed to perform that <br />study in 1996. I will try to have the study to them by mid-1996. <br />
