......
If)
.

A multilevel outlet works would be built at
Dominguez Dam to permit control. of downstream
river water temperature, thus maintaining native
fish habitat. Some riparian lands would be
acquired and developed upstream from Dominguez
Reservoir to Roubidoux Creek and downstream
from the dam to the Redlands Power Canal 01 ve r-
sion Dam. Backwater areas and nesting struc-
tures would be developed for fish and wildlife,
and wildlife zoning would be established around
the reservoir for the protection of certain
species such as the bald eagle.

c

Municipal and industrial water from the project
(ultimate capacity 74 ft3/s) would help meet
the needs of anticipated population increases
in the Grand Valley area, as well as a poten-
tial fossil fuel powerplant in the Celta area.

Attractive recreational and fishing opportuni-
ties would be provided since annual reservoir
fluctuation would be limited to 20 f~et, a

Dominguez "Reservoir Project
August 10, 1979

relatively constant water level. Recreational
facilities would be provided at three sites on
Dominguez Reservoir, while picnic and rafting
facilities would be developed on the river
below the dam. A visitors' center would be con-
structed on the canyon rim to explain the pro-
ject and interpret cultural resources of the
area.

Construction of the project would necessitate
relocation of about 36 miles of the Denver and
Rio Grande Western Railroad to a new alinemeI",t
roughly parallel to u.s. Highway 50 between
Whitewater and Delta, Colorado.

Transmission lines would be constructed from
D:nninguez Dam Purrping/Powerplant to the swi tch-
yard and from Rim Basin Pumping/Powerplant to
the switchyard. Existing transmission systems
would be used to transmi t the power to CRSP
delivery points. The Western Area Power Admin-
istration would be responsible for transmission
and marketing of power.

AUGUST 1979 STATISTICS
(Annual use/production)

Water supply (acre-feet)
Industrial
MtUl.icipal and light industrial
lbtal

Stream depletion (acre-feet)
Consumpti ve use
Reservoir evaporation
Total

Hydroelectric power (megawatts)
Rim Basin pump-storage
Dominguez Dam

Features
Dominguez Reservoir
Rim Basin Reservoir
MtUl.icipal pipeline

36,000
21,800
57,800

43,600
25,500
69,100

500
18

302,000 acre-feet
9,870 acre- feet
4.3 miles

Estimated construction cost (1978)

$330 million

Benefit-cost ratio (6-7/8 percent)

1.1,1
