<br />8. WATER SUPPLY. RESERVOIR OPERATION. and HYDROLOGIC DATA <br /> <br />John Martin Reservoir (" JMR") is operated pursuant to the "Resolution <br />Concerning an Operating Plan for John Martin Reservoir" ("Operating <br />Plan" or "Operation Plan") adopted by the Compact Administration on <br />April 24, 1980. Minor revisions to the Operating Plan were made on <br />May 10, 1984 and December 1 1, 1984, but the plan has remained <br />unchanged since 1984, Accordingly, a system of water storage <br />accounts exists at JMR into which reservoir inflows are distributed for <br />physicai release at a later date. While these accounts have often been <br />referred to as "Article II" and "Articie III" accounts, the correct <br />designation, based on the organization of the Operating Plan <br />Resolution, is "Section II" and "Section III" accounts, This report uses <br />the term "Section" or "agreement" whenever referring to the various <br />accounts established pursuant to the Operating Plan, More specifically, <br />the Operating Plan created the following account system at JMR: <br /> <br />. Colorado Irrigation District 67 ditch accounts (Fort Bent Canal, <br />Keesee Canal, Amity Canal, Lamar Canal, Hyde Canal, Manvel <br />Ditch, X, Y /Graham Ditch, Buffalo Canal. Sisson-Stubbs Ditch) <br />.. Kansas transit loss account <br /> <br />. Accounts established by Section III <br />. Amity Great Plains Reservoir account <br />. Fort Lyon Canal account <br />. Las Animas Consolidated Ditch account <br /> <br />In addition to these accounts, water is also accounted for at JMR as <br />conservation storage and in the permanent and the flood control pools. <br /> <br />An overview of general reservoir operations during Compact Year 1990 <br />is summarized in Table 1, This table reflects actual reservoir operations <br />showing the volumes of water physically stored, released, and <br />evaporated at JMR between November 1, 1989 and October 31, 1990. <br />During the year 79,902,21 acre-feet of water was stored in JMR, <br />15,457 acre-feet evaporated, and 74,263.17 acre-feet was released to <br />downstream users. This operation resulted in a reduction in contents <br />for the year of slightly over 9,800 acre-feet.
