PLAN OF DEVELOPMENT

Project Purppses

The Dallas Creek Project would regulate flows of the Uncompahgre
River and tributary streams to make water available for municipal and
industrial use and irrigation. It would also create new recreational
opportunities, benefit fisheries, and provide flood control. Some bene-
fits would incidentally result from highway improvements.

Usable water supplies would be increased by an average of about
65,800 acre-feet annually as a result of project development. Approxi-
mately 29,500 acre-feet of the supply would be used for industrial pur-
poses, 27,500 acre-feet for municipal purposes, and 8,800 acre-feet for
irrigation. The irrigation supplies would be provided to approximately
7,350 acres of land, including 3,470 acres with supplemental service and
3,880 acres with full service. Gradually, as the population of the proj-
ect area increases and land holdings are divided, it is anticipated that
some of the irrigation supply would be converted to municipal use to meet
increasing needs for water for outdoor residential use on lawns, gardens,
and small residential tracts. Because of the uncertainties involved,how-
ever, the conversions have no~ been included in the project plan.

The project municipal supplies would be made available to communities
and rural areas in the Uncompahgre River Valley and on Log Hill Mesa. All
of the industrial supplies would be 'made available in the river valley.
They would be provided for energy development under the option agreement
of Kemmerer Coal Coampany with the Tri-County Water Conservancy District
and also to smaller industrial users. All of the project full service
lands would be on Log Hill Mesa while supplemental service lands wouldbe
located both on the mesa and in the valleys of the Uncompahgre River and
tributary streams.

~ ect Plan

Water for the Dallas Creek Project would be provided by storage in
two reservoirs--Ridgway Reservoir on the Uncompahgre River and Dallas
Divide Reservoir on.Pleasant Valley Creek--and by pumping of natural stream-
flows from Dallas Creek and the Uncompahgre River through the Ridgway Pump-
ing System. Some water also would be developed from local streams on Log
Hill Mesa. Exchanges of project supplies with existing supplies would be
effected to permit optimum utilization of the water available.

,
,

,.
