section 3. EstablishnEnt of Ad Hoc Cannittees

a. Ad hoc cannittees shall be appointed by the AWRBIAC Chainnan and
approved by AWRBIAC to deal with special transitory technical and policy
problems as they arise and shall be dissolved by similar action.

b. Ad hoc ccmnittees nonnally shall consist of AWRBIAC representatives
or their designees having an interest in the subject to be considered, and
the ClIainnan thereof shall nonnally be a representative of the AWRBIAC
agency having primary responsibility for the subject. He shall be
designated by the Al.JRBIAC ClIainnan.

c. Each ad hoc cannittee shall be given a deadline for a brief'
report to the AWRBIAC of action taken.

d. Assignments to ad hoc cannittees shall be specific and deal
nonnally with definite problems rather than abstract questions of
coordination and integration.

Section 4. EstablishnEnt of Standing Committees

a. Standing cannittees shall be appointed by the AWRBIAC ClIainnan
and approved by AWRBIAC to deal with specific problems of a continuing
nature which have been detemUned by AWRBIAC action to require the
appointnent of such cannittees. A standing cannittee IlBY be abolished
by AWRBIAC when it is detemUned that the services of such a cannittee
are no longer required.

b. Standing cannittees nonnally shall consist of AWRBIAC
representatives or their desi~ees having an interest in the subject
to be considered, and the cha~nnan thereof shall nonnally be a
representative of the AWRBIAC agency having primary responsibility
for the subject. He shall be designated by the AWRBIAC ClIainnan.

c. Membership of each cannittee shall be at the discretion of
the Main Conmittee Chainnan and the Main Conmittee and appointnents or
rea?pointn8l.ts shall be IlBde for a term not to exceed one year. The
cha~nnan of each ccmnittee shall be designated each year by the AWRBIAC
Chainnan. All appointnents shall be on a fiscal year basis and are
to be IlBde not later than the first rreeting of the fiscal year except
for the initial establishnEnt.

. d. Each standing ccmnittee shall report to the AWRBIAC on its
activities at each regular rreeting lll1less excused by the AWRBIAC Chainnan.
In addition, chairmen of standing cannittees shall report accanplishnEnts
for inclusion in the annual report of AWRBIAC.

e. Assignments to ccmnittees shall be specific and deal nonnally
with a limited subject.
