<br />o <br />o <br />W <br />~ <br />r <br />CO <br /> <br />ARTIClES OF ORGANIZATlOO AND PROCEDURE FOR AWRBIAC !/ <br />ARTICLE I - ORGANIZATIONAL PATTERN <br /> <br />Section 1. Advance Selection of Chairing Agency <br /> <br />a. The Chair agency (state or Federal) shall be selected annually <br />by a majority of rrenbers at least one year in advance of serving. The <br />Chair selects from his aQencv the Secretary for the AWRBIAC to serve <br />during his tenn of office. The operating year for AWRBIAC shall begin <br />October 1 and end September 30. <br /> <br />Section 2. Establishment of the Administrative Committee <br /> <br />a. 1m Administrative Committee, consisting of five rrenbers, 'shall <br />be established in accordance with provisions below: the Secretary of <br />AWRBIAC, who shall be Chairman, and two Federal and two state representatives. <br />The Chairman shall have a vote only in case of tie. <br /> <br />b. The next incoming chairing agency shall autanatically becare one <br />of the rrenbers and shall serve for two years, the second year as Chairman. <br />Other members shall be selected from the remaining agencies by majority <br />vote of the rrenl>ers in separate Federal and state caucuses at the close of <br />the operating year to replace the members whose tenn expires. <br /> <br />c. In the event of a vacancy, a new causus shall be conducted to <br />fill unexpired terms. <br /> <br />d. AWRBIAC representatives or alternates may sit with the Administrative <br />Conrnittee in work sessions, and the Administrative Carmittee may invite <br />others, when necessary; however, only Administrative Carmittee rrenbers shall <br />vote in carmittee proceedings. <br /> <br />e. Each a~ency, Federal and state, shall designate one person by <br />name to be ava~lable to serve at work sessions of the Administrative <br />Conrnittee, when requested. <br /> <br />f. The duties of the Administrative Carmittee shall include: <br /> <br />(l) Fornulation of rreeting agenda. <br /> <br />(2) Selection of rreeting sites. <br /> <br />(3) SUIIIlIarization, when necessary, of program material, reports, <br />or papers. <br /> <br />(4) Supervision of rreeting infonnation and public participation <br />and other aspects of public relations. <br /> <br />(5) Preparation of specifications for annual progress report. <br /> <br />(6) Such other duties as shall be prescribed by AWRBIAC. <br /> <br />1/ Revised as of December 5, 1958; August l, 1962; October 22, 1970; <br />October 21, 1976. _ 30 <br />
